In accordance with the deployment of the city’s 100-day strategy for comprehensive management of magnesium products, in accordance with the "Environmental Protection Law of the People's Republic of China", "Air Pollution Prevention and Control Law of the People's Republic of China", "Liaoning Province Air Pollution Prevention and Control Regulations", "Yingkou City Air Pollution Prevention and Control Regulations" , The municipal party committee and the municipal government decided: for all mining enterprises in our city, the focus is on the magnesium product gathering area in the south building, referring to the construction site management model, and implementing the "six hundred percent" (that is, the construction site is surrounded by fences and material stacking is fully covered. , Site wet work, road hardening, cleaning of vehicles entering and exiting, and sealing of muck vehicles) to reduce dust emissions from production processes such as processing and transportation, effectively control mine dust, and effectively restore the ecological environment of the Nanlou mining area.
1. For enterprises that fail to take effective measures to cause dust pollution, the ecological environment and comprehensive law enforcement departments shall order corrections and impose 10,000 yuan up to 100,000 yuan in accordance with Article 117 of the Air Pollution Prevention and Control Law of the People’s Republic of China Fine. Those who refuse to make corrections shall be ordered to suspend work for rectification or to suspend business for rectification.
2. For vehicles involving coal, ore, slag, mortar, and bulk materials at the entrances and exits of mining enterprises and on highways at all levels, the transportation bureau, traffic police brigade, and comprehensive law enforcement bureau shall comply with Article 116 of the Air Pollution Prevention and Control Law stipulates that rectification shall be ordered and a fine of not less than 2,000 yuan but not more than 20,000 yuan shall be imposed.
This notice will be implemented from November 17, 2020.
